OD relay isn't where it should be. 200 1979

The other day my OD slipped out when I was going about 55 mph. I almost didn't notice it. I went to check out the relay and it wasn't there! I have been doing a lot of work with and around the glovebox (power windows, locks, speakers, 5v power supply) and while I wasn't looking for the relay I never really noticed it. I figured that while running some other wires I could have damaged it perhaps.
The PO said when he bought the car the OD wouldn't engage so he "fixed it". The indicator light never worked but it was going in and out of OD. PO was an auto electrician. He made mention of turning his other brick into a 9 speed with OD working in all gears minus reverse. Is there some chance he bypassed the relay? What would I look for if this is the case?
So where would you start? I've already checked the switch on the gear shift.
