Car runs w/o fuel pump fuses... 200 1988

I don't get it, I was going to check current draw on both fuel pumps. My Multimeter showed no current after pulling #4 fuse (pre-pump) and $6 fuse (main pump) independently (ammeter in place of fuse). As a matter of fact, the car starts and runs w/o the ammeter or fuse in those positions! What am I missing, I thought no main pump = no run.
