please help,

Finished installing electric heater motor. put everything back under the dashboard except I can't get the plastic steering wheel cover back over the turn signal and the windshield washer handles. When I go to put it back, there's not enough space between the dash itself and the wheel?! Any clues. Also my rear door locks stopped working? My car is an 87 240GL wagon.
