Headlight adjusters stuck 200

Bought a complete, new headlight assembly from a junker a couple of weeks ago. Only $30, so I went for it. Lense looks new, plastic bucket and adjusters looked good! With the aid of a good soaking of PB Blaster, I was able to remove the old and install the new with no issues.

Okay, but here is the problem. The new light is a little lower than the passenger side. So I go to adjust - no go...I have now soaked the adjusters with PB Blaster 3 times and tapped with a hammer, but the SOB will not move. Am I missing something? Anybody have any ideas?
