No gears on the 200 headlights. Essentially, the 200 adjusters are screws whose rounded front ends fit in sockets in the buckets, and whose back ends can be turned by hand--unless the adjusters are corroded in place in the headlight backing plate.
PB Blaster and time may do it. Obviously, taking the lights back out of the car (and even doing some disassembly) would improve access, should you have to get grip-locks on the back ends of the edjusters to physically break the corrosion between them and the backing plate they run through.
