Wheel vibration 900 1991

The front wheels on our '91 940 wagon wobble when the brakes are applied. The wobble is greater at times of heavier brake usage. We've had the front end aligned and tires rotated along with a brake job, but the problem persists. The car was pulling right before the alignment, but now pulls left! The mechanic said it was the tires, but we're not sure about that. Any ideas welcomed!
