Strange Sound After Battery Change 200 1988

I just put a new battery into my '88 245, and when I first turned my ignition key to notch I or II (before starting), I heard the strangest static-like noise. It was constant, and seemed to be coming from behind the glove compartment (maybe a relay?). I suppose it could also have been coming from the door speaker, but the radio was off. I was able to start the car. I turned off the car and tried again. This time no noise, but now in position II, where all the idiot lights come on, none of them lit except for the overdrive-bypass arrow. I tried several times, going to notch II and not starting the car, and I still only got the orange arrow (I was able to turn on the radio).

Then I left it alone and came back a couple of hours later, and now it's back to normal. Anybody have any ideas about what was going on there?
