Fuel Check Valve/ fuel pump operation 700 1990

I'm wondering where my fuel check valve. Can anyone explain why my main (external) pump runs continually, unless I pull the fuse to the in-tank pump? It seems like the pressure is being bled away until the in-tank pump is deactivated. This is mentioned is my most recent post. My FPR appears good, my car doesn't really start hard that I can tell. When starting, the "chick" as in "chick chick chick vroom" usually happens 4-7 times. 7 on cold starts, 4 on warm. Is this average or normal?
