B23E questions 200 1981

I'm toying with the idea of transplanting a B23E in my 242 with the B21F MPG engine. I've always been partial to quick cars and don't want to go turbo'd. So what are the differences between the B23E and the B21F engines, apart from compression ratio? Is the CR higher due to different pistons or modified head or what? Are the blocks the same? Is it easy to just build up a B23E or better to just get a B23E? Also, is it easy to find a B23E in Canada? I'm in Texas so some shipping and a little spending $ will be necessary. Thanks in advance.
