What makes an engine 'Free Revving' 200

I some times wonder if only my 240's engine feels as if I am driving a tractor.
There is no leakage etc and car as such runs fine.If I rev it high then it whines a esp in 1st gear .In 1st gear I usually touch 20 ( First is geared very low 1:4.xxxx revs are close to 3k, 2nd is close to 1:3) .
What makes engines rev freely say as a honda engine does.Is it stroke. What are the design factors?
