A/C - where to start? 700 1986

My a/c does not work. The belt is not connected, the system appears to be intact. My car is an '86 and my guess is this is still R12.

So how can I determine what needs to be done to get it working? Should I buy a kit for conversion to R134? Take it to an A/c shop and have them check it out and collect the old R12 before I open the system? Can I have the compressor checked out off the car?

It doesnt get that hot here in Washington, but my passengers complain.
