Fuses, that annoying 'ding, ding, ding' and jerking during brake... 700 1988

So, first the fuse issue, which is probably just a short:
Whenever I put in a new 30amp fuse for the heater fan/ac, it just blows. What might be the common culprit?

Also, I can't get the annoying warning 'ding' to stop. I've taken the fuse for it out but it still continues to sing. I dont think the fan and this issue are related, but has anyone had this annoying problem before?

Finally, I have thought I needed new control arm bushings, so I'm ready to get that done, but I'm second guessing, here's why: when I brake, it pulls to one side, kinda jerky, just for a moment, but..... There's a noise, kinda of a bump, like the brake locks for a split second. Is this the caliper and not the bushing? How do I know for sure? I've jacked it up and felt a little, tiny bit of wiggle, but no major bushing displacement anywhere.
