adjusting idle & mixture 200 1988

My 245 has been running rough. I have done a multiple of things:

new plugs, cap & rotor
new fuel press regulator
cleaned throttle body & new gasket
checked idle air control motor
New O2 sensor in the exhaust line
removed the injectors & had them tested & cleaned at Dr. Injector (specialty shop in Seattle)
removed CAT & checked for loose stuff - all ok
all of the Bentley section 241 electrical checks are OK

I made the Volvo 5280 test light with LED

I'm having difficulty adjusting the idle speed & mixture

Bentley says to get an accurate Tachometer (I don't have one other than the in-dash) Is this OK?
Using the 5280 light, I cannot get a steady blinking light when adjusting the mix screw on the AMM. It will flash rapidly for 5 sec or so, go off for 1 to 2 seconds, then flash erradically again.

Is there something more to this?

The car runs, but has no guts. I will go check & clean the plugs this afternoon. I'll also check/replace the air filter

Other than plug wires (these are maybe 2 years old) what else should I look at?
