240 brake pedal goes soft after car stops 200

I've been working for several days to fix soft brake pedal on my 87 240 sedan. Put in new master cylinder,
a used booster (couldn't afford a new one), new booster check valve and vac. supply hose, new front disc brake pads.

I determined that the front brakes were not bled properly 1.5 years ago, (tires weren''t removed, and outer nipple wasn't bled, the wear thickness on pads showed more wear on inner pad). This has been fixed.

The brakes now have a good solid feel EXCEPT: During stopping, the brake is hard until the instant when the car comes to a halt, then the brake pedal immediately caves to the floor. This is very perplexing, as to my knowledge, the brake system has no idea whether the car is moving or not.

Can anyone offer an explanation for why the pedal would stay hard while car is rolling, then go totally soft after car comes to a complete halt?
