Clutch bleeding problem 700 1991

After replacing the clutch line and slave cylinder, I am trying to bleed the clutch. There is no resistance in the clutch pedal, goes right to the floor and it seems that no fluid is being pumped from the reservoir.

I have the bleeder valve slightly open but it doesn't seem to matter how much it's open or closed? The fluid is topped up and the cap is on the reservoir, end of clear bleeder hose immersed in a bit of fluid.

I am missing something? or has the master clutch cylinder suddenly stopped working?? or does it have to be primed in some way to start pumping?

Ideas?
