Clutch bleeding problem 700 1991

This is not Volvo specific so maybe wait for someone who did this to a Volvo.

I had the same issue on my Chevy pickup. Could not get a peddle no matter what I did. What I ended up doing was unbolting the Slave off the bellhousing. I opened up the bleeder and filled the Slave with fluid. I tilted the Slave so the Hose was facing up THEN i pushed the plunger of the slave in all in one stroke.
That did it. Apperently there is not enough movement in the Clutch peddle to chase the air down into the Slave to be bleed out. Doing it ass backwards and using the slave to push..gave me a lot of throw.

Again. this is not Volvo specific.
