1992 240 wagon Horn not working 200

Quite suddenly the horn on my 240 wagon has stoopped working.
the fuse is intact.

before i attempt anything with this, and especially since the air bag is right there can anyone with persoanl or professional experience give me a "check horn for idiots" giude of things to check and things to avoid.

ordinarily i would not care much about the horn since i almost never use it. but my massachsuetts emissions and inspection is due in early october so i better get my ducks lined up.
