240 Power Steering Problem/Question 200

1990 245 Wagon. The power steering seems to have an occasional "dead spot" in the arc of the steering wheel. It happens mostly on right turns when the assist given by the power steering becomes lessened or non-existent for a second or two, and the steering becomes stiff. The hoses and belts are tight, fluid levels are fine, no fluid leaks, no noises, no undue stress from the road or anything. The steering rack looks ok from underneath.
Anyone have any advice on how I should proceed or what might be causing this??? I know I can replace the pump, hoses and rack if I had to, but don't want to go that route ($) until I have a better idea of what the problem might be. Anyone deal with a similar problem?
