Air compressor cycling off/on question

My a/c compressor upon startup cycles on for a few seconds then off for a few seconds (4-5) this occurs 3 to 6 times then finally it kicks on and runs as the engine warms up. The air is just not cold though, cool at best. I have checked and the freon level is adequate. The condensor and dryer are brand new, but the compressor is the original. Does this sound like the compressor is about to fail? Would a new compressor improve the performance of the system cooling? Thanks
