Starter electrical trouble shooting interpretation needed 700 1991

Howdy, I am having to do a rolling start these days, but am running out of hills to park on.

The solenoid clicks (kind of weak perhaps) but the starter doesn't crank.

Here are some electrical findings:

battery voltage = 12.5v , no voltage drop when trying to crank the engine

putting 12v directly to the solenoid gives a loud click of the pinion gear, but doesn't crank the engine if it is KP II

voltage from small blue-green wire to spade connector (ignition switch to solenoid) is 11.7v in KPII and 11.9v in KP III trying to crank the engine

good continuity between body of starter motor and the engine ground strap.

I have cleaned and tightened the battery to starter to ground connections.

Anyone care to interpret these findings??

I have a new starter ordered, but hope not to need it.
