annoying cooling problem 200 1984

My 240's running hot. The cooling system holds pressure just fine, hoses are all good, it's got a new thermostat and a new radiator as of about 2 years ago. It doesn't boil over, it merely demands that I turn on the heater when placing demands on the engine. I just flushed out the system and steam cleaned everything under the hood to no avail. Any tips?
