I'm going with a couple suggestions already mentioned but I want to highlight them.
1) radiator plugged up internally - corrosion
2) water pump fins corroded away and are now little stubs.
The fact that turning on the cabin heat helps, points to the radiator as being plugged. The cabin heater is sort of a mini-radiator.
I've heard of pump fins disappearing from corrosion, also some brands seem to have smaller fins that probably wouldn't last as long if the coolant is corrosive.
