Front tire lean 700 1986

I have a 1986 740 and the front tire on the passenger side is leaning in at a 30 degree angle. I recently changed the lower ball joint and the sway bar bushings and this di not correct the problem. I do need struts/shocks. Could this be the problem? My tire is wearing on the inside tread because of this. Please help!!!
