Fast idle turbo 700 way too fast 3000+ 700 1988

I just replaced a motor in a 1988 760 turbo 4 cyl. Problem is idle is way too fast. i know to check all aspects of throttle body setting and throttle valve is set correctly, no vacume leaks, no open lines, idle control is adjusted right.no major issues , just shoots to 3000+ rpm when started..any clues???
