starting problems 900 1995

I have a 1995 960. I have never had any starter problems. yesterday I went to the store and when I returned the car would not turn over, it would only click. I had power to radio and windows, and it did not fade. I tried to jump the car but no luck, it just clicked. I did have a lot of corrosion on the positive terminal. I replaced the battery with the same starter result. before I go further, I would like some opinions about the problem. could it be the solenoid, or starter problems?
