88 240 no start, pumps not running..... 200 1988

I got the pick and pull transmission in the 88 240 today. Prior to installing the driveshaft I decided to start the car and give the transmission a quick checkout. The shift linkage was still off as well.

The car would crank over nicely but would not fire. It has spark at the plugs.

The pumps do not run while cranking. I have 12v to the relay via the red wire from the battery/25amp fuse.

If I jumper fuse 4 and 6 the car will start and run, but immediately stall when I disconnect the jumper.

I tried three different fuelpump relays with no change. I will admit I can not confirm that any of them work for sure as I did not get a chance to try them in another car today, but I am fairly confident that two of them are OK as they were in the spare relay box and I had resoldered one of them. So for the moment I assume that at least two of those relays are functional.

So what am I missing? The car was running up until the transmission lost it fluid according to the previous owner. It has been sitting for a couple of months; part of that time at some independent garage. One thought that came to mind is that someone might have swapped out the ECU while it was sitting. I would have tried a different ECU but ran out of time and I do not think I have one for the 88 which I believe is 554 or 554?
