Jumpy idle and emission test 700 1988

Hi
Haven't been over here for a while, the wife's 740 just keeps on going. My wife took the car to be smogged (pretest). After 277,000 miles the cat was shot and it didn't pass. They said it was a gross polluter. Went over to the muffler shop and had a cat put on. Muffler guy said there was nothing left inside the can. Also replaced the dis cap, rotor, plugs, wires and the O2 sensor with a known good one. The car seems to run fine and starts easy The problem is the idle. It is idling around 750rpm. The timing appears to be set a 12 degrees. The idle is moving around a little bit. According to the tach I hooked up, the idle is jumping around from 725 -750. I thought of the throttle body and used some TB cleaner on the inside of the TB. The idle got a little better, but is still a little jumpy. I checked the vacuum hoses and made sure they were connected good. Does anyone have any other ideas on what the problem could be or is it just wear? Could the used O2 sensor cause the problem?

Is there anything else I should do to get it to pass (ca)?
