No Start/Going Loco with Fuse 6! Help me fellow brickboarders! 200 1991

So every once and awhile I get a no start from my '91.
All idiot lights are on, but no CEL. I play with fuse 6 and the CEL comes on and the car sputters to life.
So here is what I found out: only ceramic fuses made with aluminum work, no plastic, no glass, no brass, it has to be ceramic fuses with aluminum. and after playing with the fuse the car sputters to life, spewing out smoke and smelling like gas.
I have cleaned the fuses and fuse box, even put in dielectric grease, and nothing has helped. (The grease actually screwed it up more) so what is the problem? power stage? short in the wires? bad fuse box? any help is appreciated because this is driving me nuts.
