Instrument Panel Lights not working HELP PLEASE 200 1993

I have checked the fuse and volt meter says 12v going through circuit. I took the cluster out and both the rust colored bulbs that illuminate are fine and tested when removed. All the instrument light bulbs (oil, check engine,dimmer etc) in the cluster work as do all the gauges. The only thing that doesnt work is when i turn the head light switch on, the lights to the switch, lights that illuminate the instrument cluster and the lights just under the coin tray do NOT burn. Any ideas on what to try next? Is there a switch or relay that is in the dash that I might be missing or is it possibly a grounding issue? thanks
