fuel pumps 900 1991

1991 940SE Turbo Bosch. Got my car running really well but I have a hesitation that I can't seem to clear up. Car has 209,000. Probably original fuel pumps. My question is do pumps go out intermittently or do they either work or die? Can a failing pre pump cause hesitation problems? Lastly, can a bad injector(s) cause hesitation. It doesn't hesitate/ miss while idling but off idle it goes fine then hits what feels like a flat spot (stumbles) then goes fine. If I floor it it does fine. Normal cruising 35- 45 mph you can feel a hesitation continuously. Pretty strange. I have cleared up a lot of issues in this car since replacing all the sensors and ignition components but the only fuel related thing I've changed is the FPR so that's why I'm looking at the fuel system. Any thoughts are appreciated.
