Electrical 200 1986

In tracking down a charging problem, which turned out to be my sloppy crimp joints, I found that with the negative cable removed from the battery there is 12 volts across the cable and the battery terminal. Is this normal? I'd have thought this to indicate a short yet everthing appears to be normal.
