Turbo Choking Out 700 1989

I have had this problem a few times before but the shops that fix it always close up. I have an 89 760 turbo. After driving a while and then park, my volvo doesn't have turbo power anymore. in park the engine revs nicely, but once in gear it stutters and choke out. The last place Supposedly replaced the air mass sensor. Is this the problem? And should the Air mass sensor last more than 7 months.
