B234F idle vacuum Q. 700

In my effort to find the cause for a gradually worsening fuel economy in my -88 GLT 16 valve I bought a cheap vacuum gauge to check for leaks. Unfortunately, the only I bought was without a scale but I still noticed something interesting:

The manifold pressure when idling is higher (closer to atmospheric pressure) than at 2000 rpm (car standing still). Is this normal? If not, what could be the cause?

The car runs fine and no error codes are set. Tailpipe CO is .7%.
