240 diesel will not start 200 1982

Hello, I just bought a 240 diesel which is supposed to have 18,000 miles on a rebuild. Seller drove it to DAS in Orlando Florida where it sat for two days, then DAS started it and drove it on to transporter. When it got to Texas DAS could not get it to start and niether can I I had booster cables on battery so I think it was turning over fast enough.

Any suggestions on what to check, and how to check it? I do not have a manual for this car.
