Temp gauge reads 1/4 ish 900

Hi all

My temp gauge in my 93 940 only goes up to the 1/4ish point unless I am driving. In other words, if I start it and let it sit, it reaches the 1/4 mark. If I drive it it reaches the 1/2 mark (straight up in middle). In the past summer, it always seemed to be at 1/2. No that winter has set in, it won't go to 1/2 unless I drive it.

Is this normal?

I did replace the radiator last summer with an after market copper core type.

this situation is new and I was wondering if any action needs to be taken.
