why is my timing NOT 12 degrees BTDC? 700

hey everyone
i have a 1989 740 GL with a B230F engine. i have been having a lot of troubles lately with rich running, low vaccumm (cannot find leak) and a rough idle

i dont get any codes from the code reader on the car, and i just lined up the pulleys with their marks for TDC. when i put a timing light on the car i obly get about 7-8 degrees BTDC....shouldnt i get around 12? can i adjust the timing without the ECU like an american car? (because i can twist the distributer)what do i have to disconnect to avoid the ECU?

i took it into a local shop because i got fed up with it and they couldnt find what was wrong. they thought it was the AMM and they put a brand new one in and found no change. they couldnt find a vaccumm leak either.

it seems like theres a vaccumm leak because when i pull the vaccumm line off the FPR the idle dosent change at all. same for all the other vaccumm lines, except for the hose that goes to the IAC valve (which makes sense that it would run like crap with that off)

I am completly stumped and frankly very frustrated.
