Howling power steering pump at startup when darn cold 200 1992

Okay, hate to admit it, but the past two mornings its been around 16F down here in NC (better than -40F/C in Fargo). Both times, when I started the car, the Power Steering pump HOWLED for about 30 seconds at idle. I rebuilt the PS pump last year and it does not leak, I'm running Valvoline ATF type F in the steering system. Although the PS howls, it seems to work fine.

Is this something to worry about or am I running the wrong dang fluid again?
