Horn not working. 700 1991

The horn works but makes a muffled sound. I beleive the circuit passes first through the window wipers, and they work, although sometimes in intermittent mode, they don't. (which I guess is called 'extremely intermittent').

Not much info on horn in the FAQs. Is there anymore info to diagnose / fix the horn or just R & R it.
