Front makes bouncing noises when stop on light 200

Hi,

1) I have 91 VOLVO 240, when I break the front of the car bounces with noise. The Sears checked the suspension,they say struts are not leaking.

2) When I make turn with very very low speed i hear cut,cut sound.

Can any one guess what could be the problem.
