chattering valves on a 95 965 900

A car I'm thinking about purchasing, I might add. At highway speeds and at idle, I hear the valves clattering away. Car is in good nic otherwise. Does have some oild around the filler cap and at the ends of the valve cover. RMS was done about 7k miles back. A/C does not work, etc.

But, my main concern is about valve clatter. What to do?
