Help me eval this 740 700

Body is good, interior is 7 of 10. Wagon w/186K. NA motor looks pretty clean - holds water fine - oil good. Cranks right up.
#2 & #4 plugs not firing at all. Pulled the injector leads and it made no change on those two plugs.
I can get the car for 750 (had 1475.00 on the window). I will go back later and put some fresh plugs in, but I have the idea that he may have already tried that.
What should I look for if the plugs don't help?
