AC Compressor 200

I knew when I bought my '88 240GL that the AC needed some work. I hoping to just charge it. However, I noticed that when it's on, the compressor is not running. So, here are some questions: If the AC system is empty or very low, will the compressor not activate? Is there a fuse for the AC and is it in the fuse panel? Where is the low pressure side so that I can recharge if needed? I appreciate your responses. When I get home from work, I only have about 45 minutes of daylight to work on my car, so the more info I have, the faster I can get it done.
