No Heat, and temparature gauge is in the red! 240 200 1989

I have an 89 240 wagon, the temperature gauge was just about above the red, so I put the heat on full blast to lower the temperature, it lowered it to the bottom of the red area, but I noticed no heat was coming out! I tried new Volvo thermostat, and there is no difference. 2 years ago I put in a new radiator, new fan clutch. The engine actually doesn't seem to hot, so I'm not sure the temperature gauge is working. Any ideas? Could it be a plugged heater core..? Thanks
