Engine vacum and brake problem 200 1984

Hi all,
I just got an external voltage regulator put on and also had the mechanic check the brakes on the car too. We've been having really hard brakes and can't figure out why. The mechanic keeps telling us itz probably due to poor engine vacum, but my dad thinks he's full of it. Anyhow, I got home and parked the car and left the engine running. I found a small vacum line that goes from the intake manifold, under the front of the engine to I'm guessing the Ignition Control Unit. Well it was sticking out of place and so I was kinda messing with it to see where would be a good place to put it. But when I got my head closer to the line, I could hear a faint vacum noise as I moved it. It wouldn't make noise when I left it still, but it would make the vacum noise if I moved it. So I was moving it this way and that and then it just snapped in half! I was rather taken a back. So folks, could this bad vacum line really be the main source of my hard braking problems? The brake pedal will kind of brake normally for the first inch or so, but after that itz like pressing down on a brick to actually get any real braking power. Any input would be much appreciated!
