97 965 Overheating under load 900

I live in very hot climate (AZ). When driving the 965, it will overheating when hitting grades. My '95 964 does not experience this problem. Here is what we have done thus far:
- Replaced Radiator and hoses.
- Verified Thermostat and WP
- Verified Fan and Relay (both speeds)

I just tested it yesterday, as I started up slight grades, the needle starts moving up. When I hit heavy grades, I need to throw the heater on to not let it peg out. Even in hot ambient temps, driving around town it is fine.

I'm at a bit of a loss of where to look next. I'm tempted to just take the thermostat out all together to increase flow - though I know that is not really adressing the issue. No noticeable seepage or leaks. I've run all test with full A/C blowing.

I don't want to start on the "zebra hunt", I want to bullet out a plan...ideas?
