Still stumped - no start electrical issue 200 1980

I'm hoping someone knows the simple answer to this. Here are the facts (it's a 1980 245DL):
1) Battery is brand new and known good, reads 12.6 volts across the terminals
2) All the output connections at the junction block near the battery read 12.6 volts as they should
3) There is no voltage between the fusebox (fuse #7 main pump) and ground or ignition switch + terminal in the connector and ground
4) If I hook up jumper cables and jump start it with the other car running (positive battery connected to positive battery and negative battery from the running car connected to the ground bolt on the engine block of the dead car where the negative battery cable connection is) the car starts right up. As soon as I disconnect the jumper cable from the ground bolt, the car dies and has no electrical power again.

Could there be a short across the starter motor or alternator? Any ideas? Thanks for any help with this!
