95 940 timing belt

I recently purchased a 95 940 non turbo that had 77k. I'am now going over it. The back timing cover was missing.I assumed it had a timing belt break at some point but they didn't replace the back cover. I have replaced the seals, the tensioner and the gasket on the metal lower timing cover. I got a new rear plastic timing cover from groton (scan tec)and a conti timing belt also. Every time I line every thing up and put the belt on ,the lines on the belt are one tooth off. When the crank is right, the the cam is off and when the cam is right the crank is off. Are the cam a intermediate sprockets the same? Do I trust the belt or the cover.I have removed the distributer cap to check the rotor position and I can see the valves are closed in #1 when everything is lined up. I have done this before and everything has always lined up correctly on my other 240s. Now I don't know which one to trust.
