hydraulic lifters, cam cover procedure 900

At the machine shop where I had my 960 cylinder head checked for flatness, I was told to compress each lifter in a vise once or twice to remove some oil until I can move it by pressing on it with my thumb. Almost all the lifters are currently incompressible by hand. I was unaware the little pistons should move that freely. Is that a common problem with hydraulic lifters?
