Rehostat and dash lights. 200 1989

The dash lights went out so I replaced the bulbs. Still not working. When fiddeling with the rehostat I noticed the rest of the lights around the center dash - heater controls, etc - will brighten and dim with a turn of the rehostat knob, but still no action with the dash lights.
Can anyone specify what this kind of problem this is caused by? Any fixes?
