Help removing idle control valve 200 1985

I have a 1985 240DL 2.3 with what I think is a idle control valve problem. The car idles kinda high 900 rpm, if I tap the air control valve the idle drops for a few seconds to normal- 700 rpm. I tried to remove the valve to clean it however it wouldn't budge.

Sprayed everything with PB Blaster first and removed hoses, removed bolt that goes around clamp securing valve. Tried to also remove bolt that secures clamp to rubber mounted triangle thingy that is mounted to the motor, however bolt just seems to spin and never come off.

What am I doing wrong?
